[android-developers] Issue with device scaling on Nexus 7 Tablet?

I am seeing some weird behavior on the Nexus 7 tablet when i set a centered relativelayout to have a background image with padding.

I thought an SO question might help illustrate better. The gist is that my small padding is being ignored by the relativelayout on the nexus 7 and I'm not able to recreate on the emulator using the nexus 7 settings. I'm cross posting here in the hopes that someone has seen similar issues and can share his or her insight.
