problem in ACL

hello all,
i used ACL in my project.
i have this tree for my users.
  Public
      - Registered
      - Admin
          - Manager
          - SuperUser

i want Registered can access to some (or all )  actions that Public can access
also Manager can access some (or all) actions that Admin and Public can access,

how can do this? redefine all Public (or Admin) actions to another users?
