Sorry, no, it is only on localhost.

 

I tried in Google Chrome and that gives the same result as IE9: a red cross (no captcha).

 

I tried a PHP captcha program with a simple HTML file, that worked fine.  So it would appear to be a problem with my CakePHP app.  But there is no error displayed when running the captcha function.
