[android-developers] Get access to manifest.xml before installing the apk

Is there any way to retrieve manifest.xml of APKs from "Google Play" before installing the application? (in the same way that "google play application" retrieves uses-permissions list?)

or

Is it possible to download apks from  "Google Play" without using its official application?
