URL rewriting is not properly configured on your server

I am getting the " URL rewriting is not properly configured on your server" message and cannot figure out how to fix this.

 

I do not have access to httpd.conf, rather I have a php.ini file

 

I have older Cake1.3 sites running on the same server and never had any issues with this.

I am setting up a 2.1.3 version right out of the box, direct download from git then install and everything else is fine, all green just the URL issue.

 

Any ideas why the older Cake works but new does not?
