[android-developers] new layout editor

So, I bought a new book, and here is what it says:

Note At Google I/ O 2011, the Android Tools team introduced a new layout editor that is really exciting. It can even preview animations and developer-created views; most developers should never need to look at XML, let alone inline code, for laying out views ever again.

However, the book doesn't talk anymore about this new layout editor.  Anyone know what it is?  Please tell me it's not the one built into Eclipse.
