No response from PayPal sandbox server

In my controller I have a PayPal IPN listener which can receive a message from PayPal.  However when it tries to communicate back to PayPal with the following command:

 

$fp = fsockopen('www.sandbox.paypal.com', 443, $errno, $errstr, 30);

 

... it causes the following error:

It seems as though the address is not correct.
