Your IPN listener doesn't need to be on https. That's just for
communicating with PP on the way back.

But I think you should consider using cURL for this. Here's a tutorial
for doing it with plain PHP:

I've also seen a couple of Cake plugins for doing this. Check on the
bakery site.
