settings.DATABASES is improperly configured

I am doing the Djando tutorial https://docs.djangoproject.com/en/1.4/intro/tutorial01/

When I execute "python manage.py syncdb" I get the error below:

settings.DATABASES is improperly configured. Please supply the ENGINE value.

The settings.DATABASES IS configured exactly as described in the tutorial: 'ENGINE': 'django.db.backends.sqlite3',

I beleive a different settings.py is used - I don't know why.

Any ideas?
