Cake PHP v 2.2.4 - Newbie, blog tutorial does not work?

I have installed and run through the Blog tutorial and am getting the error

http://localhost/cakephp-cakephp-b2812f2/posts/index

"Error: PostsController could not be found" 

The file definitely exists, I have tried the tutorial twice now so must have something wrong. However I cannot find a download of the files from a working installation. Can anyone help me out here?

So have a followed the instructions incorrectly or does the example not work?

I want to use CakePHP but if I cannot get a simple example working I have little confidence that more complex projects will work reliably.
