if DialogBox is shown, debug window in IE8 or FF13 cannot be shown.

the behavior is quite strange, in normal condition, if press F12 in IE8 or FF13, a debug window will be shown.
But if DialogBox is shown (Dialog.center()), then even press F12, the debug window cannot be shown.
why will this happen?
