Thanks for your help. I have tried to build a customized Android version from android source code. The pre-installed apps can be debugged :)

I've done no work myself in the way of debugging pre-installed apps, so you got me there.  I did notice one or two debuggable ROM apps on my old HTC Desire but I thought they had been left debuggable by mistake by the manufacturer.  I've certainly never seen or heard of a device or Android version where you could debug any of the pre-installed apps.
