I can't speak for vim, but since that doesn't really matter, I most
certainly do most of my work in emacs. This is mostly for systems
level things, however.

As for working on Android apps proper, developing in emacs/vim with
the standard Android build tools (ala ant) is very doable sans GUI
layouts: being able to graphically layout components is very nice, and
useful for more rapid prototyping. If you don't need to mess around
with building GUIs then you can use 'android project update,' etc...
