To use ExtInfoWindow, you must load the script _after_ the Maps API. It's currently being loaded first in the <head> section, while the API is being loaded after the end of the <html> altogether.
Having any script after the <html> is invalid HTML, so that needs fixing anyway for consistency across browsers.
If you get past those hurdles - you've chosen to use the GxMarker extension, but ExtInfoWindow was designed to work with regular GMarker and I don't know if they play nice together.
The bulk of your Maps script is written in old v1 syntax
It's going to be really pointless refactoring into v2 syntax so that you can use the extensions properly - I would recommend putting the effort into finding someone to do a total rebuild using v3
