Isn't that "active" user installs?

Active User Installs: Number of unique users who have the app currently installed on at least one active device.

Total User Installs: The total number of unique users who have ever installed this app on one or more of their devices.

According to the description, it sounds like "Total" is basically a download count and should never go down.
