[Rails] Error on installation of Ruby On Rails on QNAP TS809U-RP [Linux]

I am not sure where I should even begin troubleshooting this. I know a little bit about Linux and am comfortable editing files and running commands however definitely not a Linux guru. I have ipkg already installed on the QNAP. I know absolutely nothing about ruby on rails. Thanks for any help.

For those that are not familiar with a QNAP, ipkg is the same as apt-get or yum in some Linux distros.  (I have also attempted to build ruby on rails from source and I receive the same error when attempting to install rails.  Can someone help?

I run
ipkg install ruby
successful
then ipkg install rubygems
successful
then (as I have read) ipkg install ruby -force_reinstall
successful
then gem install rails (I receive the following error)
