I'm shameful, but this problem is solved myself.

I use django.cgi , and The couse of this problem is nothing discribed in cgi as follows:

import site
site.addsitedir('/home/username/local/lib/python2.7/site-packages')
===========================================

I was convinced that installation has gone wrong.
But I tried your advises, and I noticed that installation is successful.
