[Google Maps API v2] I get the message : This site is not authorized to use the Google Maps client id provided

Hello,
I've tested the migration to Google Maps API V3 and in my localhost server it works but I get this message at other environment :

Google has disabled use of the Maps API for this application. This site is not authorized to use the Google Maps client id provided. If you are the owner of this application, you can learn more about registering URLs here: http://code.google.com/apis/maps/documentation/premier/guide.html#URLs

I'm providing the ID Client but no the Google Key. Am I doing anything wrong?
