Google Plus api php

Hi to all.

I have a some problem width using google api.

I use php sdk for generate oAuth 2.0 access_token, and try to get my friends by circles width https://www.googleapis.com/plus/v1/people/{google plus id user}/people/visible?access_token=XXX request

but in result i get error 403 Daily Limit for Unauthenticated Use Exceeded. Continued use requires signup.

Why is it so?
