I'm I doing something wrong or is this a bug?

CssResources are limited to CSS 2.1 (with a few additions).

|= and ~= are CSS 2.1: http://www.w3.org/TR/CSS21/selector.html#attribute-selectors

*= and ^= are from Selectors Level 3: http://www.w3.org/TR/selectors/
