Here's what he says: 

"I'm going to be giving a talk at #io2013  on Volley, a library me and a few of my teammates developed that makes it really easy to build super-fast networked applications for Android."

Honestly, I'm not quite sure I "get it" with regards to Volley.  I don't think most of the networking speed impediments can be corrected with software.
