Hi,

There is no general solution since there is no standard for PLC devices, each manufacturer defines a proprietary protocol to communicate with his devices.
Once you know the manufacturer and the device model you can try to find libraries which encapsulates the protocol.

I haven't tried it, but I'm experienced with PLC and Android and it make sense.
