Yes there is, it is just in a different location.
  1. Log into the developer site
  2. Go to "All Applications"
  3. Click on the App you want to update
  4. Click on "APK"
  5. Voila! You now have an "Upload new APK" button...

Where, exactly, did you get this information from?

You weren't explicit, so let's be sure ... you are, in fact, attempting to upload an update and using the "Upload New APK" option under an existing app, correct? You're not using "Add new application" and assuming it will detect it as an update?
