[android-developers] Use of FEATURE_HOME_SCREEN and FEATURE_APP_WIDGETS

1) What exactly does FEATURE_APP_WIDGETS mean?  Does it indicate the presence of the appwidget service, or does it indicate whether the device ships with a launcher that uses appwidgets?  If a launcher embeds appwidgets, should it require this feature, or is it only for the actual widgets?

2) Are we encouraged to add these features to our manifests yet?  Will the Play Store allow apps that require these features to be installed on earlier versions of Android that have the underlying capabilities but don't support the feature strings?
