An improved framerate would be a good topic for a blog post aimed at everyone who is using SurfaceViews today.

However, it would be best to focus on the poster's question about http://code.google.com/p/android/issues/detail?id=58385

So, this is a bug in 4.3 that impacts a widely used Android component. Numerous users and developers are impacted.

We should fix that.
