This is happening because HeaderPanel isn't a LayoutPanel and does not use one internally.

To fully mimic the LayoutPanel behavior you would need to add position:absolute; top, left, right, bottom = 0; to the center container's child widget. This should stretch the child widget to the center container's size which HeaderPanel recalculates on header/footer resizes.
