I'm not 100% sure this applies to Android, but on some [or all] Linux distributions, applications trying to bind on ports below 1024 (or so) usually require elevated privileges, such as being run by root or one of the "system" users. It's possible that this is a requirement on Android as well, since it's based on Linux. As a test, try binding to a port above 1024 and see if it works.
