[Rails] Consuming a web service created with Rails, ETL vs Rest?

Hello, I need to consume a web service of an App called RedMine created with Rails, in order to have a sort of "separate" interface (not the same as the app) for one of the departments (that interact with the app) to interact with it and generate some different reports based on the same data.

I don't know much about either (ETL and Rest), all I know is that ETL seems to NEED a database connection and Rest uses HTTP petitions to get data and the web service returns XML.

What I'm wondering if It's possible to "consume" a web service with ETL? It seems to me that is not the purpose of ETL, but as i'm new to these ETL and Rest stuff i'm not really sure. Could someone please clarify this to me? I'd much appreciate it
