I don't think so. You can customize the way the server looks up that file in RemoteServiceServlet.doGetSerializationPolicy() and technically you could download that file from an URL that points back to your developer machine. Maybe that can help you.

But normally you want that modified code on client and server so you would deploy/refresh the server anyways. Just make sure to first reload the browser and then update the server so it gets the updated policy file.
