Yes you can appeal it seems. There's a form for that.
And it looks some developers having their app badged as  "designed for tablet" did just that or it was marked at such by someone at Google automatically (more below).

I have a paid unlocker that is marked "designed for tablet" while I did nothing for that and it doesn't exactly fit the required criterias.
The only explanation I have is that someone at Google removed manually the blocking optimzation tip, so it
pass as "designed for tablets". But the main (free) app it unlocks is not marked as "designed for tablet"...
