[android-developers] onBuildHeaders(List target) - is supplied target always empty ?

Trying to figure out the preferences headers and namely what the [`onBuildHeaders(List<Header> target)`][1] does exactly. So what is the `target` argument supplied to the method ? Is it always an empty list supplied to me to fill it up - even when I call [`invalidateHeaders()`][2] (and all other possible code paths) ?
