That doesn't really make sense.

1 - You are sending the user to the device settings screen, which you have no control over.

2 - Toast messages are not designed to be clickable.

3 - Even if they were, it doesn't make sense to show one that is clickable while the settings page behind it is also clickable as well.

If you explain why you're trying to do this, someone might be able to suggest an alternative, but I don't think you can do what you want as is.
