Meaning of NativePreviewEvent.consume

I'm currently trying to understand the NativePreviewEvent and I'm not
sure to understand the meaning of NativePreviewEvent.consume. The
javadoc says :
Consume the native event and prevent it from being canceled,
even if it has already been canceled by another handler.

Does it means that when a NativeEventHandler "consume" this event,
none other NativeEventHandler can cancel it ? If true, can a standard
EventHandler cancel it after it has been consumed ?
