Cant access admin

No matter what I try I can't access any admin/anything

HTTP response is always Failed to load source for:
http://sitebuild/admin/users

I am logged in, echoed out admin session data so the login works but
redirect does not

$this->Auth->loginRedirect = array('admin' => true, 'controller' =>
'portfolios', 'action' => 'index');

But nothing, I get never ending response in firefox go back to login and
says im already logged in so if I manually type in admin/users or
admin/portfolios filed to load source.

What has changed from 1.2 to 1.3. Im using 1.2 code that works but not a
chance with 1.3
