Specifying a layer order for kml files

I need to have a specific order for layering my kml/kmz file. The
Rain Gage .kml file is below the Forecast Zones .kmz file and I want
it on top so the markers don't get covered up. I also want the
Forecast Zones .kmz file on top of the Maricopa County .kmz file so
when you click on the zone you can see the Zone name. Sometimes it
works - sometimes it doesn't. Here is my website
