if you think you are operating outside of the law, why ask in your
original post if what you are doing is legal?

if you don't have a URL I would imagine that you are not hosting the
page online yet. From my understanding, the key requirements are
looser for testing on local machines but once you do try to put your
map online you will get a key error, meaning that you will have to go
through the onerous and completely free 30 second process of getting
your own key. I really can't imagine what the resistance is to doing
that, but I guess everybody has their reasons.
