[Google Maps API v2] marker locatoin vs zoom level

Markers vary in position relative to zoom level.
I've read some posts on this subject, but did not find an answer that
worked.

For example, the INTAC marker.
At full zoom, the marker's position is about where expected.
At lower zoom level, the marker is over the water.
