I had this issues too, with Android device 1.6 and 2.2 (actually, the only 2.2 device I had this issue with was Galaxy Tab).

The solution I found, was to re-encode the original WAV files to MP3 with ffmpeg:

ffmpeg -i 1.wav -acodec libmp3lame -b 96k -ar 160001.mp3
