Remember that you can always boot in safe mode (by keeping the home key pressed during boot.) In safe mode, none of the user installed apps will be enabled/launched.

Well, it can be a Denial of Service attack, basically preventing the
user from using their phone while it's rebooting (if they even think
of doing that).
I think it's fairly serious, certainly worth backporting a fix.
