That page gets the old style keys.

Best to get the new keys, as detailed here:
http://code.google.com/apis/maps/documentation/javascript/v2/introduction.html#Obtaining_Key

But if you must get an old key - not recommended, then use
http://code.google.com/intl/en/apis/maps/signup.html
