[Google Maps API v2] Problem re-implementng Static Map

Hi - Ihave a vb.net app which locates public health targets and downloads maps showing their locations. In the past I have used Google Maps but the vb.bet app no longer works. I have reconfigured the request to meet the new format requirements and have manually tested the request via a browser. For a while the browser test worked - but now I get a usage exceeded png. The request when issued from the app gets nothinh

Since I am at times planning on exceeding the 1000 map daily limit I have authorized charges for both v2 and v3.
