You don't have to localize in your first release. You could release a
first version, wait until you get some downloads and then check
the developer console to see what countries your app is most popular in.
Then decide on localizing to those languages. Generally, if the app
is localized, that should get you even more downloads.

As for whether to use machine translation, as mentioned in this thread,
the quality is usually far from great, so using it could actually lower
your rating ('lame translation... one star', etc.). However, this probably
depends on the particular countriy: in some places people have at least
some knowledge of English, so an English UI would probably fare better
than machine translations; in others, people give up just at seeing English
(Latin) letters, so they might appreciate a UI in their language/script, even
it is machine translated.
