I think the user meant "HTC skins" for the emulator.  Kinda like what Motorola provides...

There is no such thing as an HTC emulator. Use the normal emulator. However, if you want to change the screen size or resolution of the emulator, you can do that while creating one. Eclipse will help you with that.
