[android-developers] Re: setting the opacity of an activity

actually, they are.

you also need to change the background of the Theme of the activity... 
add these two to your activity theme:
    <item name="android:windowBackground">@android:color/transparent</item>
    <item name="android:windowIsTranslucent">true</item>
