ANNOUNCE: Django 1.4.5, 1.3.7 released, fixing packaging problems

Hi folks --

We've released two new releases today -- Django 1.4.5 and Django 1.3.7
-- that correct packaging problems in yesterday's security releases.
There's no new code; just a packaging fix.
