looks we share the same interest/need.

My Scenario is to build what I will call it as 'Second Level Auth'.
I Made a copy of User and Group, and modified Permission to have one
more field 'is_delegate'

What I try to do is to enable each company 'admin' to CRUD and Assign
permission to users under their company.
