Yes. It's a limitation of GGeoXml, all icons are 32x32. You can of
course make them appear smaller by using a mostly transparent 32x32
image

If that is unbearable, there are client-side KML parsers with more
flexibility. Being client-side they are likely to croak under the
weight of many markers. Cake and eat-it I'm afraid.
