Plenty in those search results about the differences. Hopefully, now
the data has been made available Google will be able to use it.

One way the API can use the same data is not to use the API geocoder.
If you can get the data and host it yourself you can do your own
geocoding relatively easily; otherwise you'll need to implement a
proxy script so you can get some other service to do it.
