[Google Maps API v2] About a google map licence for govenments

Hi,

I'm building an web project for the govenement

There is one big problem, In that case, I actually don't know that I
can use the google map for this web site without any permission

Or I 'm supposed to follow some other steps to get licence.

Please anyone tell me the answer :)
