Why isn't Anchor a container?

I'm curious, why isn't Anchor a container for other widgets?

I realize I can make a clunky version up myself using HTMLPanel. But
why isn't this part of the core? HTML5 allows block elements within
an <a>. And there are plenty of inline widgets that can be put inside
an anchor anyways.

This has the feeling of something that hundreds of people have been
hacking around for years because nobody got around to fixing Anchor,
and it wasn't quite irritating enough to cause someone to put the
effort in. Or am I missing something?
